He's kind of...unsettled is the best way to put it, probably. Tiger's Eye has been stable for his entire time in Aather, and then suddenly half the team is gone; he's worried that something bad will happen before the team settles back down, and he's worried that it won't be the same kind of stable, comfortable, rational team it was before. Not to mention the fact that he'll miss having them around just for themselves, which is also a huge factor.
On the other hand, people getting their memories back is just about the best possible way for them to leave, so he's happy about that, at least. He's mostly succeeding in thinking of it as the team getting bigger, and not people leaving; the fact that the TEparty has something like four candles that will reach them helps, because they really can talk to each other just about any time. So it's not as bad as it could be.
Really, a lot of it is going to depend on how well Sieh settles and is willing to play to the team's existing structure, since he already knows about Toboe and Naoto.
